We can tell by his expression that this man is working to comfort this cat, who is very likely terrified and scared after what it just went through. The firefighter holding the cat is doing so in a manner so protective and strong that anyone would be touched looking at it. This is a cat who has a man to thank for saving his life, and this is a man who undoubtedly made a new friend on this day.
